I think it's also due to the lack of close friends here. I've often prevented myself from doing something stupid back home after a lot of talking with them. There's also the time when one gets in a somewhat self-destructive mood because of a girl and often in that situation as well close friends can prevent that from happening, whereas here it's quite likely that one is getting drunk with a group of people one hardly knows.
Take a guy who has gotten in one of those moods - all right then, I'm off do Itaewon to get the easiest girl I can find and bring her home, thinks the guy, calls up a few aquantances or just goes to a bar where he knows a few guys, finds somebody to get drunk with and spends the night that way with the girl who has spent a few hundred nights in that fashion with various guys (women may reverse the genders in this story if they wish). Back home there would likely be somebody he knows well to knock some sense into him but perhaps not here.

Exactly. You're in a place where you can be sure nothing is ever going to get back to mom or dad, you're away from the social strictures that you're pressured to follow. If you don't feel connected to Korean society yet, or their opinions, and you aren't connected to society at home anymore, who's around to make you feel like you need to be a responsible citizen? No one but yourself.
