of course it's fraud. It's a business arrangement. A man doesn't go back on his word in a business arrangement. It shouldn't matter that the business is theoretically illegal. That's frivial nonsense and highly debatable anyways. (such "legalities")
that's completely different than whispering I love you to a girl who wants to hear such nonsense simply to get into her panties. That's not an agreement.
