Operators of hagwon, or private learning institute, should check the criminal background, health and drug-test results and academic records of foreign applicants to be English instructors in recruitment from October, the education ministry said Tuesday.
They are also required to check applicants� visa, passport and certificate of foreign registration, as part of efforts to eliminate unqualified English teachers working here, the ministry added.
The mandatory procedure is part of the revised Hagwon Law, which was passed at the National Assembly on July 25.
When the new law comes into effect, those who want to work here as a foreign English teacher should submit their criminal background and academic certificates and medical report in advance to apply for an E2 visa, and they also have to submit them to the operators of hagwon they want to work for.
The education ministry said the new measure is to resolve the widespread uneasiness over the credibility of foreign English teachers and properly screen out unqualified teachers. |

ok, i just read this in the paper (literally, just then - i'm at work), and i thought i'd come here to see if anyone can tell me what it means.
because as far as i can tell, it means absolutely nothing. apart from the medical check, don't we do all this already? i sent all my documents to my boss, each time i've worked at a hagwon, and they've checked them over before handing them to immigration. all my documents are the responsibility of immigration, not my boss. if i check the boxes with immigration, i already check the bosses with my hagwon.
right?
again, apart from this weird new rule wanting us to submit a medical check IN ADVANCE, i can't see how anything is actually different.
can someone tell me i'm stupid, please? did i miss something? |

Idiots! While you're worried about the unqualified foreign teachers try going after the bad Hogwans as well (You know ................. the ones that your ministry surely hears about at least occasionally, that have teachers spend thier money to fly over to South Korea only to be cheated and mistreated). |

My guess is that a lot hagwon owners are playing dumb about the requirements, especially the criminal background check. This might simply be a way to make it "official", and it probably isn't directed towards the teachers. |

The new rules are identical to the ones imposed by immigration for E2s. It is nothing more than PR for the MOE but now adds the onus on the employer to maintain proof (for no other reason than PR).
Must be an election coming in the next year...

I have to say that I've been very surprised at how time consuming the paperwork has been this time compared to the previous time I got an E-2 visa. |

The way I read it seemed like it could be aimed at F-visa holders, though how they'd get those checks on such short notice baffles me. |
