No background check needed for F4 visa holders?

I was just searching through the job listings here and I noticed a few posts which seem to suggest that the FBI background check is needed for attaining the E-2 visa. Does this mean that as an F4 holder I don't even need it? I actually have it apostilled by the US secretary of state and everything, but I haven't needed it so far to get jobs at large chain hagwons. It's nice to have it just in case, but I was just wondering whether I actually need it or not.

Do you need it for immigration / visa = NO.

Can an employer require it as a condition of employment = yes.

Do you need it for a PS position = yes.
