Getting diploma NOTARIZED by the university?

I read here that you need to get your diploma notarized by the university, and THEN get it apostilled. I graduated from UCSD, waiting on my diploma, and this is what I sent my counselor:
"Can the school notarize my diploma? I need to get it apostilled."

and she wrote:
"The university can not notarize the diploma as it is outsourced from an outside company."

Does anyone know what that means..? What do I do?

ALSO, I finally got my background check (YAY!! took 9 weeks).. and I got the seal. I just need to get both BACKGROUND CHECK and DIPLOMA (when it comes) apostilled now~~

I got mine done at a notary. When I went to the notary, the notary made a photocopy of my degree and then she notarized it. It was around $12. I've heard that you can get your degree notarized at your university, but I don't know how they do things so I just went to a notary.

I live in LA and after I got it notarized, I went to the county clerk, got the signature, and then went to the secretary of state and got it apostilled.

Alright. I live in Los Angeles too. So it's three steps?

Notary -> county clerk -> secretary of state?

so hecticccc.

Can I get my background apostilled at the secretary of state as well?

I would call your CA Secretary of State to find out. If at all possible avoid sending it to DC. I know someone who sent it US mail and it came back 8+ weeks later. What ever you do, do not send it to DC via US mail. It will add 3+ weeks to the normal 5 week wait.

Yes, those are the steps.

I just got mine done this week and it was so hectic. You can get your degree notarized at any notary, but for the FBI CBC, you need to go to the notary public in Norwalk (It's right next to the building for the authentication, just ask the information center)

Anyways, I went to the county clerk in Norwalk and after I got my FBI CBC and degree authenticated, I went to the secretary of state in downtown. They do apostille both the degree and FBI CBC.

Just for your information, each authentication (signature) at the county clerk was $9.
The apostille was $20 each document, plus $6 for signature fee or whatever. Mine was a total of $52, both documents apostilled.
The secretary of state only accepts checks or credit cards just to let you know.
Parking in downtown is pretty expensive and take some cash with you just in case.

My CBC is already notarized by the FBI. I can probably take it right away to get it apostilled. But my diploma isn't.. so I can notarize it anywhere in LA but I have to go all the way to Norwalk's county clerk to get the signature? woww.

I think you're talking about the seal and signature on your fbi cbc.
You still need to get that notarized at the notary public in Norwalk before you get the signature from the county clerk.
They have a notary right next to the county clerk's building. (Just ask where it is at the information desk)
You can probably get your diploma notarized there also.

I called my University and they said to bring a copy and they would notarize it. This sounds odd because I thought I had to have the notary make the copy. Anyway, after I get it notarized, can I send it with my CBC to get apostilled by apostilpros? I would rather have it all back quickly, instead of sending them to two different places.

It varies by state. Post what state you are in and what state your degree is from, and you should be able to get details.

I'm in Texas and my degree is also from Texas. I know that I can get my diploma apostilled in Texas, but I checked the site and they said they are 3 weeks behind right now.

Cool. I'm from Texas too, but I had an out-of-state diploma so I can't help you with your question about getting it notarized.

For your apostille question, don't send your notarized degree copy to apostilpros. My understanding is they get the apostille from California. States will only apostille notary signatures from their own state. (Some will also do federal documents. That's why you can get California to apostille the FBI CBC.) Also, the federal government will not apostille state notary signatures. So, unless Texas will apostille the FBI CBC (I haven't asked), there's no way for you to get both done in the same place.

So you'll have to send or hand carry your notarized degree copy to Austin. If you're in a hurry, but you should be able to get same-day apostille service if you do a walk-in. If you've got a really good friend Smile in Austin, they should also be able to get it done for you too as a walk-in.

Call to double check those statements are currently true before you go/send it, though. Was the three weeks you were quoted for walk-in or by mail? I haven't heard of a delay on the walk-in processing, but things could easily have changed.
