I have a mate who taught in China and he picked up private lessons outside to supplement his income. Is this common practice in Korea or is it not worth the risk?

Also if I worked in public school during the day could I pick up some cash in hand work one evening a week or on a saturday morning at a local hagwon?

I'd re-read your contract. Typically employers don't want you to be making money on your own time because they want a cut. They hold your work permit so they kinda own you. In the end it is up to you but you will have to face the consequences.

Teaching private lessons is a violation of your status of sojourn and if you are caught you will be fined and, worst cases, given an exit order or deported.

Under the civil service act it is illegal for government workers (including teachers) to take a 2nd, non-government job. If you work at a PS you won;t be able to get permission to work at a hagwan.

We just locked a previous thread regarding the issue. Discussing private lessons is only to be done between people with F visas i.e. are married to Koreans or are Korean Americans etc...not people with E-2 visas. It's illegal to tutor in Korea. You're doing so at your own risk.
Please don't post about this if you have an E-2 visa.
