Can anyone here on the ground attest to the current flood levels in Bangkok right now? Have they receded to the point for foot traffic in the main spots in the city center?

The city center was never inundated. As far as the flood levels in the other parts of the city, there has been extensive improvement although Pathum Thani and Nonthaburi still seem to be suffering a little.
