Short answer = NO.

The CELTA (or other flavor of TEFL cert) does NOT go to immigration or the MOE and therefore does NOT need to be authenticated nor does the original need to be submitted..

Public schools just ask for a copy of it and do NOT need the original (in spite of what some recruiter may say). Bring the original with you if you want to prove its authenticity.

I'd say contact your district's congressperson rather than the Senator, but I'm sure that it wouldn't matter either way. I just used my congresswoman. Don't ask if it can be done... politely insist. I included proof of a contract (use an old one or a sample one on some recruiter's website of you don't have one) and a letter explaining my situation as well as a privacy release form they gave to me and I got my CBC back in around 10 business days. My boyfriend did too and he has a different congressperson than me. They will need your application to have a tracking number so they can pull it out for you. If it doesn't have a tracking number, they won't be able to find it.
