The Russians actually spent a lot of time and money on the exploration of Venus in the 60's and 70's (look up the Verena missions)
As for today we don't waste money on it probably because Venus is a horribly inhospitable place.

Also Venus is not always closer to Earth than Mars since all three planets revolve around the Sun at different intervals. |

Oh ok.
I was surprised to find out that Venus is hotter than Mercury. I thought Mercury would be since it is closer to the sun. |

The ESA's Venus Express will operate until 2014.
NASA has the Messenger probe orbiting Mercury until 2013.
Venus is only really being studied to understand the runaway greenhouse effect and learn more about the history of the solar system in general. It's the hottest planet in the solar system and is of little practical importance.
Mercury has it's own magnetosphere but goes through huge temperature changes between dayside and nightside. Could be useful if there's enough ice locked up in craters, away from the suns gaze. But it's nestled deeper in the gravity well of the Sun so it's awkward to get to.
Mars is by far the most useful planet for humans to study of the 3.
The moon may be more useful than all of the above.
Aside from our moon, the moons of Jupiter are the most interesting to me. |

The thick atmosphere of Venus hinders study of the planet.
But that's OK because we already know all that we need to know about Venus.
