The government now mandates that Retirement Allowance, the correct name for severance, only be paid on leaving your employer.

If you have a PhD you aren't entitled to Retirement Allowance.

However it seems private universities know that they can get away with not paying it to any foreigner, regardless of their degree. Disputes with universities are not handled by the labor board. There is a separate body that deals with university teaching staff disputes. Unfortunately I cannot remember the name of the body, maybe someone else can chime in.

If you are employed by a unigwon, the labor board will handle complaints about not being paid severance, etc.

Regarding the OP I found an English reference to the law change from Kim and Chang a well known Korean law firm for international companies in Korea. No more early payment of Retirement Allowance unless you're buying a house.
