10 wont get you far. If only ten I think paying a taxi after the drop off wouldnt make the cut.

I'm not sure if I could trace it back to a specific driver or not. I think my bank is going to file a complaint with the company, I'm not sure though. After this happened, my friends told me that the area where that taxi was is notorious for this type of thing. I was in Hongdae near club FF. He said they never even talk to those drivers.

The card would be charged by a certain car which would surely have to lead to the driver. However if the police refuse to help, that's not really useful. Another thing that would have helped is a text messaging service from your bank. I get a text message every time I use my check card or credit card. If you'd had that, you could have known (if you weren't too drunk to think about it or check), that your card had been charged. Worth getting if you don't have it already.

About a week after talking to my bank they gave me the money back

A flat rate is pretty standard when you're leaving the city you're in.

I've never had trouble with KR taxis but if you look drunk you are a target for all sorts of things. This is sorta rule #1 when traveling; more so in the Philippines or somewhere, but even in KR where people are quite civilized you still gotta be careful.
