Perhaps you could use the online e-People service to report your boss to the labor board:

However, if there is a hearing you'd have to have a friend in Korea represent you. |

You should've handled it when you were still in-country. Not much you can do out of country, in my opinion. |

What exactly would Immigration do? They don't control or regulate hakwons. They only issue a visa to work there and their only concern would be with issues relating to said visa.
Being ripped off is not a visa issue and Immigration won't care. That falls under the purview of the labor board and yes...it's going to be a lot harder to get it fixed when you are out of country.
