We were told yesterday that we would be receiving our pay late. We weren't given a specific date as to when we would be getting paid. Is there a specific number of days late pay has to be before I can quit/call the labor board/etc.?

You can quit any time you want, even if you're paid on time. It's your right to quit. You're not an indentured servant.

If you want to complain at the labor board, you need to wait 2 weeks. Less than that and they won't do anything for you.

Keep in mind that if you go to the LB, your boss will know about it right away. They'll call him to ask why he didn't pay you (and remind him that he needs to get on that). So there's a good chance that you'll get fired for some made up reason. BUT on the bright side the LB will consider it an unjustified dismissal and let you transfer your visa without a LOR. Just be ready to get out of your apartment quickly in case the locks are changed or your stuff is chucked out on the sidewalk (also illegal but you'd still have to deal with it).
