While everybody's having a fun time discussing about North Korea and her saber-rattling, I just want to post something about a news that can topple down Park Guen-Hye's presidential administration and Lee Myung-bak and his associates. (This is despite that I'm a leftist and I fully support PGH)

FYI, There's already a deep distrust against the president PGH. The Saenuri Party who pushed PGH to become the president is officially opposing her. What an interesting irony during this international crisis. Crying or Very sad

To summurize:

1. The head of ministry of defense officially apologized of maintaining the border area very poorly, as well as not keeping on track of refugees in SK. (군의 구멍난 경계태세는 물론 허술한 탈북자 관리도 도마에 오른 가운데 김관진 국방장관은 "죄송스럽게 생각한다"고 사과했다.)

2. The military officials said that a 28 year old refugee by the name of Mr. Lee stole a 9 ton fishing boat on April 3rd 2013 10:49PM and smuggled himself to NK. (4일 군 당국에 따르면 3일 오후 10시49분께 연평도 꽃게잡이 선원으로 일하던 탈북자 리혁철(2Cool씨가 9t짜리 어선(진흥3호)을 훔쳐 NLL을 넘어 월북했다.)

3. The SK military discovered the renegade fishing boat at 10:46PM around the south of NLL and the SK patrol boat failed to pursue it (또 오후 10시46분께 NLL 남방 0.6마일(900여m) 지점에서 어선이 우리 군의 레이더에 포착돼 뒤늦게 해군 고속정 출동했지만 이미 NLL을 넘어선 뒤였다.)

4. The SK military mistakenly thought the fishing boat was fishing very late at night and it was difficult to make a judgment. (군 관계자는 "초소에서 초병이 어선이 나가는 것을 봤지만 어황이 좋은 자리를 선점하기 위해 모항을 벗어나 외항에 정박하는 것으로 인식한 것 같다"며 "공교롭게도 어선이 우리 레이더망 사각지대에 있어 포착이 어려웠던 것으로 보인다"고 말했다.)

5. The refugee Mr. Lee came to SK in March 20th 2007 despite he has 4 failed attempts of leaving NK. (더욱이 리씨는 2007년 3월20일 국내에 입국해 정착했으며 과거 4차례나 북한을 탈출했던 전력이 있어 당국의 탈북자 관리에도 문제가 있다는 목소리도 나오고 있다.)

6. Yu Gi-jun, the conservative Saenuri Party lawmaker, said "it's inconceivable. How could a refugee just returned to NK without any notice in this national emergency?" (유기준 새누리당 의원은 "도저히 이해가 되지 않는다"며 "비상 상황인데 어떻게 탈북자가 북한으로 다시 잠입할 수 있나"라고 질타했다.)

7. Lee Seok-hyun, the Democratic Untied Party lawmaker, said "how can the government and the military bring any sense of safety to the public when they can't confront NK properly let alone taking care of the refugees?" (이석현 민주통합당 의원도 "북한에 대한 즉각대응태세는 커녕 탈북조차 파악하지 못하는데 어떻게 국민이 안심할 수 있느냐"고 지적했다.)

This isn't the first time that North Korean refugees have gone back north in a fishing vessel. They have trouble adjusting to the fierce competition for jobs here, and they face a deep-seated mistrust in the people around them.

Anyway, I wouldn't exactly call his inident silent. It was discussed on primetime news last night, complete with diagrams and a timeline. He had gotten a job on the fishing vessel a while ago, and when he stole it that night, he was picked up heading for the border on radar from YP-do, and the ROKN dispatched high-speed patrol boats, but they got there too late, and decided not to do anything else.

Interesting although your title doesn't indicate he jumped on board a fishing trawler and sailed it back to North Korea.
