Has any body done this? Are there pages to register in English? Are there control panels in English? Will it accept a foreigner's second rate ID number?

I dont think the foreigner ID number is as important as is a legitimate business registration number.

Im not certain about Auction, but in the case of gmarket, this is not like ebay or craigslist where random people can sell stuff. These are legitimate dealers,factories, importers/exporters and such with registered businesses.

Just post it on CraigsList and here on Dave's. The K auction site is 99% retailers. If you're looking to sell to non-Koreans, list on eBay but make sure that the buyers know that they'll be paying international shipping (or up the price a bit and you cover the shipping).
