Been to Laoag and it was quiet enough (but at least you could fly in and out). Pagudpud is about 72km by local bus from there (hope you like sharing your seat with chickens and goats). There are no ATM"s in Pagudpud. The nearest ATM is in Pasuquin which is about 1 and 1/2 hours on a local bus. .
