Each student and each teacher HAS/HAVE the right to a desk.

Which? "each" makes me think "HAS"; "and" makes me think "have"

"Students and teachers have the right to a desk." (groups of people)

"Each student and each teacher has the right to a desk." (individuals)
"Every student and teacher has the right to a desk."
