For goodness sakes atwood, your own 194 million drivers number at 15% comes out to 29.1 million. Add in some people who aren't licensed and drive illegally, those who are passengers, negligent parents who don't buckle up their children and licensed drivers who buckle up in the front but not in the back or even passenger seat and you easily get over the 30 million mark- 10s of millions.

It certainly has changed the culture of drinking and driving. I'd say that its pretty much on par with back home, maybe even better off due to cheap public transportation and affordable Drive Your Car Home services. Of course more people in S. Korea are getting bombed.
