Opium production went up since 2002 because under Taliban rule it was suppressed (as drugs go against Islam).

As the U.S. reduced its numbers opium production went up a lot more. As the U.S. withdraws it troops completely, the amount is going to continue to go up further. You misinterpreted the situation, as did the Canadian blog from which you got your info.

The United States has spent about $7 billion on programs to reduce poppy growth and prevent narcotics trafficking — and another $3 billion on agriculture programs to encourage farmers to grow other crops.

With plans for U.S. forces to largely exit the country this year, he said he has concerns that as troops leave and the Afghan economy contracts, drug trafficking will make up more of the country's economic production and criminals will become increasingly powerful.


About the bank from the Guardian (another publication that likes to slag off on the U.S.- often in a biased way) article, well, they were fined. $160 million. By the U.S. government. For not being careful enough about tracking money/seeing where it came from and/or how it was being used. It's hardly one big conspiracy by the American government.
