Isn't undercutting rival bids supposed to be done in a fair bidding process? That's why they want bidders, to get a project done at the cheapest. Instead of handing out projects to your friends. Of course you're assuming the contractor has all it's i's dotted, and t's crossed. |

A fair bidding process in Korea seems less than likely.
And even so, once things get started who knows how many palms must be greased to keep things going. |

Pretty sure this sums it up. I've heard that most construction in Korea has at least some Korean mob influence, though in Seoul and maybe something like Songdo or Sejong City that might have been squeezed out, but I'm pretty sure it's there in other cities.
