In my hometown about a decade ago, there was an arsonist on the loose in a residential neighbourhood, and the police said his psychological profile indicated he was an older virgin. So, I guess there is a connection in the literature between pyromania and sexual frustration.

However, in the Korean case, it doesn't sound like the guy was neccessarily trying to start a fire, and might just have been carelessly discarding his cigarette.

Reminds me of the nutjob homeless Korean that had arson priors and then burned down Namdaemun a few months before I arrived in South Korea.
