Is it illegal to sell an unused visa removed from a passport over EBAY or Craig's list?

And how do you expect that visa to be valid in the buyer's passport? You do recall (one would hope) on applying for the visa, completing an application form, presenting the passport to the visa issuing agency, or something along those lines.

I have a brand new unexpired Saudi visa in my passport that I want to give away or sell to somebody as a "souvenir". The next question is how do I remove it from my passport without damaging the passport?

To do this right, you'd need to weave the paper with a laser. Every day people don't have the proper equipment to accomplish this task. Barring that method, you'd have to use a pair of scissors. Good luck. If we don't hear back from you, we'll assume you're rotting in a jail cell awaiting trial.
