I just called Korean immigration. I asked them about getting a new E-2 visa. I've been away for 2 years. A lady I spoke to said that I need a new FBI check, but I don't need to get my diplomas apostilled and verified.

I am going to call the embassy in Houston to ask them if they need it since immigration does not as they have it on record.

The embassy in Houston don't ever get your apostilled documents, only the VIN and your application. It seems like you got a sensible immigration officer on the phone who knows that the apostille on your degree doesn't expire (unlike your background check, which expires after 6 months or if you've been out of the country for more than 90 days.

I was surprised that it could be that easy. Korea used to make everything so complicated. Now, do I need a background check from Turkey? I left Korea for Turkey. Or will the FBI check be enough? I also heard that a channeler can get you the CBC within a week instead of 12 weeks. If you go the normal, cheap route you have to wait 12 weeks.

You need a background check from the US if you're applying for your visa on a US passport. You don't need one from Turkey.

No idea about channellers or processing times though.
