I want to ask about abandoned vehicles in Korea.

The 12 story building I live in has only a tiny parking area on the first floor with 5 parking spaces for resients, two of which are reserved for disabled parking. Parking on the street outside the building is illegal and you will be fined (have had several parking tickets for parking on the street and in the disabled parking space in my building).

There has been a car left unused and unmoved in one of the parking spacing for about 4 years now. The license plates have been removed and it is covered in dust. The car belongs to someone in our building, but it has been at least a year or more since anyone has seen them. I think at this point the car can be considered abandoned...

What is the process for having abandoned cars removed? Who should we call and will the owners be responsible for moving fees? I assume we should talk to the council?
