I ran into this guy in Seoul who happened to be a friend of a friend back home. He is in Korea studying Korean for college but is running out of money quick. He was looking to find some work he could do without a college degree. He is thinking about illegal privates. Is there anything legal he can do?

No, he needs a degree. He will have to be an illegal. It's not that bad, some people prefer it.

Pyongshin is right only if your friend is intent on teaching English. If he's willing to do other kinds of work, there may be options. It all depends on his visa status. Is he on a D-2 (student visa)? Is he on a C-3 (tourist visa)? There aren't any legal options if he has either of those two visas. Is he on an H-1 (working holiday visa)? There are thirty-two visa categories. It all depends on his visa status and/or if he is elligible to change his visa status. However, not having a degree limits his legal options significantly. If he can find a way to work legally, it will probably be washing dishes or sweeping floors.
