IN A NUTSHELL:

Some recruiters will attempt to have you open up two bank accounts, and make the school pay into one account from which the recruiter will pay you. They will skim off the top and basically rob you every paycheck. Don't be an idiot: grant nobody else access to your accounts!

If the recruiter doesn't tell you beforehand that he's going to be using his access to your bank account to skim money off of your paycheck every month, then of course it's a crime. The only way it wouldn't be a crime is if he told you that he was going to take the money, but it wouldn't be a very effective scam if he did that.

I think perhaps some people who are working for these companies don't want to admit that they have been "sucked in". They are also working at public schools...so I'm sure they would rather keep their job than kick up a fuss.
