What do you want?

If you want to have clean air, some greenery, peace, then Seoul has no chance in cmparison with smaller cities near the coast. The best would be somewhere on Koje or Namhae or along the souther coast. Milder climate, the sea, fresh air. Way better than Seoul.

If you want access to western goods, a good nightlife, then Busan, Seoul, Incheon would be good.

Seoul is a good city but Id rather live elsewhere. Too many people, dirty air, too much traffic, not the best place to raise kids either. But Im here because of my job. Atleast Im in Kangnam which has some parks.

There are only two cities that meet all of your criteria in this small land:

Seoul and Busan

Incheon comes close, but it fails e and f of your requirements.

Seeing as Seoul is the capital and 5 times bigger than the next city, I think its obvious which city meets your criteria the best. Why even ask this?

I think Wonju meets all of these requirements

it's all relative, is your idea of nightlife going to a local chicken bar with 5 other foreigners and drinking till the early hours, or it going to a club with 1,000 other people and seeing a house DJ?

Things to see/do- are we talking windsurfing and rockclimbing, or walking round a mall and seeing a movie?

By quality of shops/stores do you mean where you can buy fresh vegetables and bread or are you going to be on here in 3 months time posting

Just remember that half the posters on here have never been outside Seoul and 3/4 have never lived outside Seoul so they are about as knowledgable as yourself on these matters.

In saying that...........

1.Seoul(yes, it is the best for a foreigner....not for me though, hate mega cities and it really is a dirty crap hole)
2.Busan
3.Changwon(it is the nicest city with easily the most parkland in Korea - also the 2nd. richest so the proportion of expats in quite large)
4.Daegu(can be a bit icky in summer though)
5.Gwangju(access to all those gorgeous places in the SW but still quite a lot of foreign teachers)

In terms of the op's criteria, I agree wholeheartedly (including all the comments in the brackets).

Loosen the expat community requirement and I'd suggest:

(1) Jinju
(on the river near the Jiri National park and close to the southeastern coast);
(2) Seogwipo
(petlover and diver can atest to its charms, on Jeju island);
(3) Gyeongju
(lots of heritage to keep you busy, national park nearby and not too far from major cities and the coast).

Laughing so true.

Anyway, I love Daejeon, but I don't know if it fulfills your requirements or not since I'm not much into the bar, nor notice whether girls are cute or not (except my adorable kindergarten students)
