Lottery Winner Loses in Supreme Court

The Supreme Court on Tuesday found against a woman who says red tape at Kookmin Bank left her empty-handed after she won W100 million (US$100,000) in the lottery. The 34-year-old of Wonju, Gangwon Province bought six instant lottery tickets at a neighborhood stand at around 7:30 p.m. on Sept. 30, 2002. Scratching them, she found that two were winning tickets worth W100 million (US$100,000). Since banks were already closed, she went to a branch of Kookmin Bank, which operates the lottery, the following day to claim the prize money. But the bank refused, saying the deadline for claiming the prize money was Sept. 30.
The woman filed a lawsuit against the bank, arguing she had a right to receive the money because the tickets were valid until midnight of Sept. 30 but the bank closed at 4:30 p.m.

But the Supreme Court found lottery winners had to claim their winnings within the bank��s opening hours from 9:30 a.m. to 4:30 p.m. and thus the bank had no obligation to pay.

I was just in the process of editing my post to include the judges as being idiots also��you beat me to it.
Knowing koreans as well as anyone does who has spent a few years or more in country ��knowing all the bribing, corruption that constantly goes on in the government, big business, politicians, cops, immigration and just about all koreans...yes...I am painting a wide picture...��it would not surprise me in the least if the judges were bribed by the bank people��why? To set a precedent for future claims which could be larger amounts. $100.000.00 is large��but��if the same thing happens to someone who has a multi million dollar winning ticket��the bank does not have to pay because the Supreme Court has already ruled in the banks favor.

I was pondering this a bit further last night. The is reminesent of the many scams that take place over here and Korea really needs to step up to the plate for its citizens.

I am not a heavy Lotto player, but will buy a scratch off every once and awhile. I can remember reading the back of tickets while in the "office" and recall the back of the ticket stating which day was the last day of ticket sales and then telling you that you could claim the ticket 120 days afterwards.

I wonder if there will be any legilation regulating this a bit further.

yes but the next time someone brings the case before the supreme court they could decide in favor of the platant. Previous decisions do not necessarily influence new ones.

Yeah, litigation in Korea isn't really up to par with the rest of the world. I would definitely be pissed if I was the lottery winner. What sucks is the aftermath...waking up everyday and going to your crap job knowing that you beat the odds and should have had 100 million in the bank. That's gotta hurt.
