excerpt from EFL-Law.org Forum: Contracts - made & broken
How fast does the Labor Office (LO) move on these complaints? Can they settle an issue within a couple of weeks?
One way or another, for good or bad, the LO MUST have your complaint closed by the end of 4 weeks. Whether that's law or just internal Ministry policy, I don't know.
In both complaints I filed with the LO, the school dragged their ass with what they were required to do, and the LO was getting antsier and antsier the closer that 4-week deadline loomed. They dragged their ass too long, so come the deadline, the LO had no choice but to rule in my favour (and fined the school to boot).

The process can be long, the Labor office may ask you(like they did me) to get the contract translated and written in Korean. The labor office ruled in my favor but guess who never paid. They would rather pay the fine, it may be cheaper. To find your local Labor office call 1350 on your home phone and ask for English. Get to the closest place they tell you (subway) and then if necessary take a taxi, ask for an "interpreter." That should get you there.
