This quote made me kind of sad -

He's the president of the union right now until Tony Blair takes over.

The UK is already contributing more to the beloved EU than France. If the UK concedes it would be contributing 15 times more than France. Even with the rebate the UK is contributing double what France does.

Amongst others, the Netherlands too is opposed. They (pop 15 m) pay more than the French (pop 60m).

Chirac has raised a smokescreen to blur the fact that his country rejected a French initiated and (largely) French drafted constitution.

Tony Blair then held a press conference where he stated that he would be more than willing to cooperate if some union were to give in to something, but that went completely over my head. What union is that?

I thinl he meant the EU (European Union). He simply wants to re-open tha budget structure, especially the CAP, which seems to keep French smallholders in clover.
