 I think the ones and the nines are supposed to be so it's as far apart as possible on the keypad, so it's unlikely to be dialed by accident. It's also easier to remember the highest and the lowest than for the other distant pair, three and seven.

In Korea, 611 is the Speaking Clock.

In Ontario (and I believe all of Canada) we learn French for a minimum of 6 years. I can ask What is your name?, Do you speak English?, and a few other small things in French but I could not communicate effectively with a French person by any stretch of the imagination. I would guess that less than 5% of English speaking high school kids in Canada retain much French. I would assume that it is the same deal here. And English is a lot closer to French than it is to Korean.

 I called 119 when I found a drunk ajushee on my couch in the middle of the night stealing my jackets. They told me that they were the fire department and that they didn't speak English. They didn't foward my call.
