Amnesty to Affect 6.5 Million People
The ruling Uri Party said Friday that it will propose President Roh Moo-hyun set the scale of pardons on Aug. 15, Liberation Day, at 6.5 million people, including 400 on special pardon. Rep. Park Byeong-seug, chairman of the party's planning committee, said his party will make a recommendation to Roh to grant amnesty for that large number of people, including those who violated the election law during the 16th general elections in 2000.
"An estimated 4 million convicts deserve special pardons and some 2.5 million are eligible for general pardons, according to our party's task force on the amnesty issue," Park told reporters at the party's headquarters in Seoul. Amnesty for 5.52 million convicts is currently the record, enacted during the Kim Dae-jung administration in March 1998.

Pardons for collaberations with the Japanese during the annexation? Pardons for the corporate crime that has been going rampant for the last 20-30 years, and is still continuing to this day?
I wonder what else these might be for. |

Ummmm...there aren't likely to be any pardons for the collaboration stuff. Those cases are too valuable for the OOPs people.
The pardons are for things like traffic violations and white collar crime. These happen almost every year and sometimes more than once a year. |

250,000 More Added to Mass Amnesty
The Uri Party said Sunday it would push for another quarter of a million people to be added to the 6.5 million Koreans that will be pardoned on Liberation Day on August 15.

As you might guess from those figures above, the percentage is quite high by any standard, Western or Eastern. Imagine one-third the entire population of Canada behind bars. In fact, it is one-third the population of Canada. They were caught teaching illegally during the period from spectrumgate to the current crackdowns, and are now serving time in the Foreigners Detention Centre near Anyang City...all 10 million of them. At least that's what I heard on Dave's.
Actually, the vast number of "convicted criminals" don't do any time. The pardon seems to be more a formality of expunging their record, dropping the charges or fines. For some reason, these headlines and the media in general year after year (this is typically a Buddha's Birthday tradition) always like to create the image of hardened criminals who've mended their ways after years of doing hard time (there are a handful of those too). But really, think "250,000 cargo vehicle owners convicted for overloading their trucks" and you get a better view of the real picture. |
