100,000 Illegal Koreans in Canada Shocked
Sep 9, 2004

The South Korean government has estimated that at least 100,000 of its citizens are living illegally in Canada.

The data was collected by Koreas diplomatic missions in Canada, according to a report prepared by the countrys foreign ministry.

The report said at least 350,000 Koreans are living illegally in foreign countries but the Foreign Ministry has no policies to deal with the issue or to provide help for the emigrants.

Considering that illegal emigrants were reluctant to disclose their identity for fear of being deported by foreign governments, the number could easily be higher, the ministry added.

The most illegal emigrants — nearly 183,000 — were in the United States, followed by Canada with some 100,000.

There are about 46,500 illegal emigrants in Japan and 10, 000 in the Philippines, the report said.

The ministry does not know exactly why and how so many Koreans became illegal emigrants, said Kim Sun-dong, an official at the ministrys Overseas Residents and Emigration Division, according to a report in the Korea Herald.

She said the Foreign Ministry believed most Korean illegal emigrants left for foreign countries with short-term visas and then settled there because of economic difficulties or for other reasons.

Most illegal Korean emigrants are engaged in retail businesses or work in small factories, the entertainment business Laughing or restaurants owned by Koreans.

We think most went abroad with visiting visas and decided to settle there to earn money during the short time or just cannot get back to Korea due to personal problems, Kim said.

The ministry collected details for its report from Korean embassies and consulates. A ministry official said the missions had been asked to investigate illegal Korean emigrants but did not know how the data was collected.

The ministry said it had no long-term policies to deal with the illegal emigrant issue.

To contact the illegal emigrants abroad is very difficult because many illegal emigrants avoid reporting to the authorities due to fear of deportation.

How can Korean missions abroad get an exact number of illegal emigrants and set any policies? Kim asked.

Thanks for putting those parts of the article in bold/italics. I wouldn't have noticed them otherwise.

Maybe Canada should limit their VISAs. Oh wait... I'll leave that comment for Derrek.

It's no biggie for us Canadians really, 99,000 of them have moved onward to become illegals in the US. At least you can be thankful that your average Korean illegal is not going to turn out to be a 'homocide bomber' or anything.

If there weren't so many Koreans given 6-month visas, there wouldn't be this problem. It's all those emigrant Koreans who're making all the problems in Canada, I don't understand why Canada doesn't just change their visa laws, that way, Koreans on the 6-month visas wouldn't cause all those problems. I swear, there wouldn't be nearly as may illegal emigrants to Canada if it weren't for those 6-month tourist visas being issued. If Canada really wants to do something about it, they should just stop issuing such long-term visas to Koreans. If there weren't so many Koreans given 6-month visas, there wouldn't be this problem. I wonder if they cound Koreans who have been granted citizenship in the foreign country without previously renouncing their Korean Citizenship. Could part of that number be unrecognized dual citizens?

When is Derrek going to butt in with his sage advice about how Canada/Korea should get rid of its 6 month visa waiver program?

"The most illegal emigrants — nearly 183,000 — were in the United States, followed by Canada with some 100,000."

Hmm. Almost double those in Canada. Perhaps this is why the US is tight on Koreans going there? It appears that many Koreans just go to the US and illegally stay forever. Probably the same holds true for Canada, as well. It doesn't matter a whole lot if they get 1 month or 6 months, in this case. If their plan is to stay illegal, they're going to stay.

When we come here, however, most of us want to go home at some point in time.

If Canada wants to keep their program up, an Korea reciprocates based on that, then fine. That still doesn't change the fact that hundreds, if not thousands of Canadians exploit this loophole to the T to illegally teach here.

This is due to the hypocrisy of the Candadian government. It's fully aware that Koreans contributes tons of money to its economy, while it stringently regulates third world immigrants with very little money. Besides, most of these Koreans are not "illegal" in the sense that you understand it to be. They just stretch the existing immigration laws in Canada. The Canadian government and the Koreans mostly on E1 and E2, and some on "tourist" visas have a form of "symbiotic" relationship. This is especially apparent in Vancouver B.C. where Chinese from HOng Kong and Koreans contributes tremendously to the economy. I.E. they bring with them their $s, and lots of it. How do I know this? Because I personally witness a lot business transactions which flow into the States. Yes, they buy personal as well as commerical properties in the states.

Btw, Hanson, since it seems you have no life other than this quasi world called Daves' Esl forum, why don't you request some type of formal exchange for yourself and other illegal so-called "teachers" between the government of South Korea and Canada?
