The US government classifies Hispanics as white, regardless of their actual skin color. |

| Plenty of anglo-saxons have black hair and a dark or sallow complexion. I suppose it might be pre-celtic genes at work. |

somewhat. When you fill out an application, one choice is "caucasian (non-hispanic)" while another is "Hispanic." |
