Because they are the ones who might be in a position to do something about it.

rarely does a person, and on a much larger scale, a culture, change due to pressure from another entity. Sure, it might be forced to change, and do so, but it will resent the change and eventually revert back to the way it was. Two examples w/in Islamic culture are Turkey and Iran. |
