I am aware that people teaching privates in both Seoul and Pusan have often been caught taught teaching privates by immigration. Is the risk really high in these two cities? Which cities are recommended for "safe" private teaching where immigration does not have such a strong presence?

The safest is Pyongyang. SK immigration doesnt have jurisdiction there.

seoul:

often caught? hardly
sometimes? apparently yes.
do i know people who do them? yes.
do i know anyone who has been caught? no.
do i know a friend of a friend... who has been caught? no.
does it happen? apparently yes.

i think seoul is reasonably safe because it's easier to be ignored as a foreigner here. not that i would know. that said - what city be damned because i assume the potential for being caught increases if you are:

(a) an idiot
(b) an idiot
(c) unlucky
(d) an idiot

Every city in Korea is safe to do privates if you use some brain and a little discression. No city is safe if you have a big mouth and no brain. Mr. Romantic your obsession with privates is a little startling, if you get deported just go to Japan, I think privates are legal there.

Perhaps you've heard of more people being caught in Seoul in Busan because they are by far the largest cities in Korea and constitute about half of the population of South Korea......

PS. Getting caught doing privates is extremely rare. Do yourself a favor and do not make any decisions about location based on this criteria....

I love this Mr Romantic guy...he cracks me up...hes going to be a regular crime wave of private teaching...nobody else will get a look in when he gets organised.
