Where's the best place to buy? I live in Cheongju, but can get to Seoul or Daejon quite easily.

How much should I be paying? What kind of plans are available?

You can get a card phone, which is basically pay as you go, or a contract phone. From what I understand the contract phones offer much better rates per minute.

Since you're in CJ, take a look around the second floor of the Jeunesse movies theatre and at the phone places in the underground shopping area to get an idea of what you want. Phones with a camera, an MP3 player and etc can be expensive, but I know shops at both those places also sell basic used phones which are much, much cheaper.
