North Korea suggested Tuesday it had the ability to launch a pre-emptive attack on the United States, according to the North's official news agency. A Foreign Ministry spokesman said the North had built atomic weapons to counter the U.S. nuclear threat.

Why does the bluster, brinksmanship and posturing of the north koreans so remind me of a hogwon director negociating a teaching contract?

You know that the long-distance calls between Tehran and Pyongyang must be a real hoot.
KJI "I just threatened them with A SEA OF FIRE!"
MA "Oh yeah, well I just told them the Holocaust never existed! Beat that!"
KJI "Hmmm, I know! I'll declare nuclear first-strike capability! That's totally whacked, it'll keep them running around incircles for weeks!"

The guy is just a wacko. If North Korea had built ANY nukes you know he'd have to test one and show off. He always wants to show the world how powerful he is. He couldnt' resist. I know NK has a nuclear program. I'm sure they haven't yet built a working bomb.

When they finally have built a working nuclear device, we'll know right away. KJI will demonstrate his power with a test.

No he's not.
That you would think that is a testament to the success of the strategy.
As for the rest of your post, I'm guessing you don't play poker.

A nuclear test in such a populated country as korea...would be disastrous. It simply doesn't have the space, the remote wilderness area, the geology needed. it would poison the water table, everything. And china wouldn't like it.

No. They detonated a lot of TNT last year and thought that would be enough to show they mean business.

I do play poker. I know a bluff when I see it. He keeps raising his bet. The only people he really cares about fooling and needs to fool to win this hand are the people INSIDE North Korea. Those are the people he's bluffing.

He's a wacko because HE thinks nobody knows he's bluffing. If you think he really has nukes, I'd like to play you in poker.

And nautilus, thanks for that reminder:

KJI tried to fool the world with that big explosion, to make the world think it was really a nuclear test. If he really had nukes, he wouldn't have to fake it. And you can be sure he doesn't care about any long term environmental impact deep underground.

No way. NK doesn't yet have any working nukes.

I believe you've missed the point entirely.
Do you also think Mahmoud Ahmadinejad is a whacko?
The point is that KJI knows what to say (and how and when to say it) to get what he wants.
Believability and credibility don't matter as long as there is some doubt as to what he actually has and what he might do.

And Texas Hold em is for sissies- if we ever meet to play a few hands let's play 5.5 21.5, okay?

This kind of bluffing has fooled people and world leaders throughout history.

Where are the WMDs in Iraq? How many fell for that?

Now it's North Korea.

The Arch of Triumph was originally made of paper mache.

You seem to be basing your analyses on knowing exactly what those in the NK regime are thinking.
I don't claim to have such power.
I'll just say once again- whether or not they are really believed is not the point for them.
And once again- look at Iran, and Mahmoud Ahmadinejad's recent 'press releases'.

As for whether or not NK has nukes- I'm no expert so I'm not about to contradict the experts.

Came across a neat primer at the BBC site:
