Can I do stuff without an ID card?

Immigration are gonna take about 3 weeks to make my ID card. In the meantime, is it possible for me to open a bank account and buy a cell phone without one?

When I wanted to open a bank account I didn't have my ARC. But, my bank, Kookmin Bank or KB Star, accepted my passport and a certificate of employment from my school.
