Koreans Warned of Monsoon Electrocution Hazard
The Korea Electrical Safety Corporation has called for caution during the rainy season, when people are some 20 times more likely to electrocute themselves than normal.... "When an electric wire is cut, you should report that immediately by dialing 123."

In 2001, after a real toad choker, four or five people were electricuted when they walked past electricity poles because they (the poles) weren't grounded properly. After the initial newstory that they were electricuted came out, a second story said the victims were knocked unconcious and then drowned.

What is electricity leakage? I don't know much, or anything really, about physics, so maybe someone can help me out. Like, from the washing machine, for example. Does it spill out into the floor? What is a leakage indicator?

I think you're only in danger if a cable is cut or unprotected. Water conducts electricity, so you may get it. Usually it will still go directly to the ground though.

This does have a distinct smell of fan death.

It's really only supposed to be a potential problem is very old neighbourhoods.
