I don't know where you're from, but where I come from, the worst drug abusers live in small towns where there's nothing else to do. If you want to get away from drug addicts you have to move to the inner city.

Isn't Sudafed one of those drugs used to produce meth?

Maybe your co worker is trying what he thinks is the next best thing.

All I'd be doing is taking co worker aside for a concerned discussion about why he is getting all jacked up on that stuff--because it's starting to become very noticeable and more than likely his time in Korea va terminer mal (is going to end badly).

Yes. In fact in the US it is illegal to have more than the allowed amount in your home. Granted it is a large amount that any normal person wouldn't go over.
