Everywhere I went had these all purpose plugs that take North American or Korean style plugs. Makes you wonder why they haven't adapted these everywhere else.

Sorry, didn't notice the voltage question. I am 99% sure the voltage is 220V, like Korea. However, do they even make things anymore that cannot handle that much? Even everything I buy in North American works with 220V.

It's more of a technology question but....it says Korea is 60 hz and Vietnam is 50 hz. Think this is important? I'm trying to figure out if I'll be able to charge my digi cam no problem or if I should bring my film camera.

I had no problem using any of my electronics and having them work properly. Don't worry, you can charge your camera no problem.
