As the heading states, I am looking to buy a phone that I can then connect to either an SK or KTF plan.

It needs to be English-menu.

KTF Plan in your name: Korean Credit Card
SK Plan in your name: 200,000W Deposit

Most phones have english menu capiblities if you just change the language setting.
