It probably wants to install the language fonts from the CD. Going to Windows Update won't help; you will need the CD, just like the message says.

How did you re-install Windows after the format without a CD? Buy it, download it...

There is no 2nd CD for SP2. It's a standalone download. However, SP2 isn't exactly what you need. You need to add the languages you want via the language options in the control panel and when you try to do this, you will need the Windows XP CD.

my xp cd only has sp1, it should automatically update to sp2 when i update; correct?

I had a computer shop format and re-install for me. less hassle. but i think they forgot to include the language pack or something along those lines.

As has been mentioned already, go to start, control panel, regional and language settings. On what I seem to recall is the second tab, there is a box that says "Add support for East Asian languages." Check that. When prompted for your Windows disk (whatever Windows disk you've got, this has nothing to do with SP1 or SP2,) put it into your drive. Follow the onscreen prompts.

Demo pretty much covered this already, but I don't think it quite sunk in amigo.
