I was always under the assumption that it was a paid wireless service.

Curious, because I have a nespot connection in my apt (not the strongest mind you). and am contemplating getting internet installed in my new place or not.

You don't have to have another regular line with KT or someone to get Nespot? Do they put an access point in your house?

I called Nespot and told them that I live in Korea and would like to have a Nespot account. After getting my name, address, and ARC number I had an account. I then downloaded the software on to my PDA and laptop, set it up and was good to go.
In case there is any confusion about Nespot, you should know that it is used to access the net in hotspots around Korea; I use Hanaro for my home internet.

Nespot is a paid service. Many places around apartments have "hot spots" cause lots of people put in wireless routers and do NOT secure them. You simply pick one add it to your list of connections and you are off to the internet (for free on someone elses ticket).
