Like the discussions about real vs fake degrees, sealed vs sealed, diploma vs degree and notary stamps, the discussion about criminal background checks for US citizens is also blundering around.

Post your idea about what a good criminal background check should be and I'll let you let you know is its valid.

Did I read that correctly, "What a good criminal should be"?

CBC's How to

A CBC is a background check. A good CBC will be comprehensive and expensive.

Checking with the FBI or one police department does not suffice.

CBC's will always be deficient in juvi records. I the person is a youthful offender, its unlikely you'll see that.

Bad crimes are categorized at state level. You must check states.
People move. To audit where a person has lived, you must get IRS and social security records. These start at age of maturity. From that contact each state where the records say the applicant has lived.

Further, some people change their names by getting married or just by the legal process. This will confound the search.

If you want to be certain, you can contact all 50 states.

This will work as long as the person has not lived or travled outside of the US.

FBI records track Federal crimes. They will not show murder or rape or robbery.

What about people who have lived in multiple countries, does this mean we should get a police check from each and every country we have lived in?

I haven't been in the U.S. long enough to have a sufficient CBC done. The longest time I was in the U.S. was from August, 1997 to August, 1998.

And what about people who have had their crimes expunged or nollied from public record?

I truly think that if the Korean educational system wants a comprehensive police check, they should inquire about it by themselves.

Now equate the time to get this taken care of with the time it would take to get a recent sealed copy of your transcripts- you are honestly looking at a good 6 months before you can even set foot in a classroom and with the illegality of many Korean hogwons themselves, it would be a waste of time and resources if the person doesn't intend stay at a job for longer than a year (even staying at a job for only a year would be too short after going through all these formalities to get it)

I know this would clean up the profession somewhat, but I believe that it should be the Koreans shouldering the cost and time to get this done.

We are doing them a favor for going to Korea, not the other way around....

They can't figure it out or they haven't yet. Its a big mess. They need a consultant to tell them if the CBC is "complete" enough. I'm surprised the diploma thing went on that long.
