The RCMP has launched an investigation into allegations that an Immigration and Refugee Board judge offered to approve a South Korean woman's immigration application if she agreed to have an affair with him.

The video shows Ellis meeting with Kim outside of his chambers. He brought her confidential case file along. 
 
 
"Let me see what I can do. I'm going to work on it. I really want to be friends with you," he told her. 
 
 
Ellis told Kim he planned to deport her but had second thoughts. 
 
 
"The initial one was no, but now that I know you, I'm not going to be able to sleep if I say no. I won't be able to sleep," he said. 
 
 
Ellis, a former two-term Toronto city councillor, sought Kim out on two separate occasions after first hearing her case in July. 
 
 
"I had no choice. When he asked me for the coffee, I had to meet him. I was afraid he would say no, deny my case," Kim told CTV News. 
 
 
In the 45-minute video, Ellis tells Kim she's as beautiful as a model, offers to find her work and suggests he can approve her application if she has an affair with him, though he warns her not to tell her boyfriend. 
 
 
Ellis seems to understand this risk of doing this. 
 
 
"If we do this and it's shown I did this for improper purposes, then you are screwed too. We are both screwed. I'm in big trouble and your status is gone," he tells Kim in the video. 
 
 
Ellis has so far refused to comment.

I have the same question that was asked on the blog.  Why does the Canadian government give refugee status to SOUTH Koreans?
 
 
Is it because that is term for anyone seeking to reside permanently in Canada?
 
 
If that is the case then Brits, Germans, Kiwi's, Australians, Americans, French, et al are considered refugees when they come to Canada?
 
 
Just wondering.

It should be pointed out that the Canadian government didn't give her refugee status, she was merely in the process of applying for it.
 
 
But yeah, when I read about that, I was wracking my brains to figure out what sort of claims she could have been making that would have even a ring of plausibility to them. The only things I could think of were... 
 
 
1. "I am a member of hanchongryun, and the Korean government wants to throw me in jail". 
 
 
2. "I am an anti-North Korean activist, and I am being harrassed by pro-NK people who wish me harm". 
 
 
3.  "I am a defector from North Korea, and I don't trust the leftist government in Seoul to protect me from Nork agents."
 
 
4. "I am a Jehovah's Witness and will be prosecuted by the authorities because my brother refused military service." (I believe that JWs are actually mentioned in Amnesty reports about South Korea, though of course the families are not prosecuted.) |

				Well, looks like I should have read more carefully.  They do in fact accept SK refugees.

I noticed that. I was wondering how a South Korean can claim refugee status.  A while ago some South Koreans claimed if they went back, they would be made to pay for their dad's loan shark debts, ie the daughters would be forced to become prostitutes. I don't know, however, if they ever had their claim accepted. |
