What program is required to run this type of file? Currently, I am perusing the net trying to learn about this type of file though to no avail.

looks like a tgr (tiger line file )file is a type of GIS file type (geographical information systems) you might try a program like arcview (expensive i think) other wise here are some links, google map might also work?

Wasn't there an old image format with that extension from
Amiga? It helps to give some context for something like this.......there are so many old compression formats that never made it to the big time like ZIP and RAR...it could be one of those, too.

Ya some context would be useful. I found `tiger line format' after a quick search. But it's uses seemed more extensive than just GIS. It seems to be be either an image/mapping database file or database project file; for some kind of large scale statistical mapping program. But that's just a guess.

There are freeware GIS viewers.

Amiga file type? Could be.
