Best way to get a security deposit back?

Long story short� first 3 months of my stay in Korea, my employer deducted 200,000W per month from my salary. It was not a term in the contract and was the main reason why I signed the contract over other contracts. I turned down contracts which had security deposits of 100,000W per month for the first 3 months because with the obvious expense that came with relocating I would want all the money I could possibly have at my disposal. So when my first pay check came it was to my surprise that 200,000W had been deducted and then continued to be deducted for the first 3 months.

As I said, a term for security deposit deduction is not in my contract, but when I raise the issue of wanting my security deposit returned in full my employer refuses and asserts their right to the taking and subsequent withholding of that money.

Is my best option to go to the Labor Board � but I hear that their procedures are rather drawn out and I�ve even heard of cases where they don�t act until after your employment has ended or has been terminated � or should I contact a lawyer and deal with it through him, although the obvious disadvantage would be the expense (would it even be an effective way of getting the deposit back??)
