xCALGARY - A city hall committee on Wednesday backed a bylaw to outlaw spitting, urinating or defecating in public. Calgary Council will vote on the bylaw Nov. 13.
Offenders would face fines ranging from $50 to $300 under the proposed public behaviour bylaw, which would also apply to fighting, loitering or carrying a knife.
But some members of the city's community and protective services committee were concerned the bylaw would punish the homeless rather than encourage the general public to change their behaviour.
City bylaw boss Bill Bruce said the new law was deemed necessary after hundreds of complaints were received from Calgarians about bad behaviour on city streets.
''People are tired of watching the situation deteriorate, and wondering why are people using my street as a toilet,'' he said.
The proposed bylaw targets fighting, urination/defecation, spitting, loitering and possession of a visible knife.
''People don't want to see human waste on the street,'' Bruce said. ''We wouldn't tolerate it from a dog, so we shouldn't tolerate it from people.'' The fine for not picking up after your dog is $250.
''I don't support people defecating or urinating (in public),'' said Ald. Joe Ceci, a former social worker. ''But fining someone who is addressing a normal bodily function isn't going to stop them in the future.''
Ceci said the real issue is a lack of public toilets for the homeless.

I thought Calgary was moving more upmarket. Did a Korea-town recently spring up there? Cowtownians should really spend a year here - then they'd have nothing to complain about. |

I know in Texas, but I don't know about other states, you could even get fined if you go out and pee in the bushes. I am not sure what it is like in California. In Quebec and Ontario, in Canada, I never worried about peeing in the bushes, if I had to go. |

I worked as a supervisor in the house-building industry in Calgary for a couple of years. Good God !!!! What are all of the 1000's of workies gonna do????? I've seen many jobsites with 400 houses going up and 3 - 6 workers per house, and 2 porta potties available. I hope the by-law pigs have a thick ticket book.  |

I think this is basically so that officers can make money after the clubs let out. Look at the other laws there as well. |

So all this time it's been ok to publicly poop, pee. and spit while loitering with your knife??? I know Calgary is semi-famous for being a rodeo town, but do they keep up the cowboy thing all year round? |

Some folk do. Stampede Week is when it all comes to a head. I do love the free Stampede breakfasts (pancakes, bacon etc).

I wouldn't exactly call the residents of 4th Ave. and 17th Ave. (SW/SE), a good representative cross-section of what the Calgarian community wants!!! |
